TVU Networks and DTV Innovations have integrated their technologies to enable satellite-to-IP migration for broadcasters. The solution utilizes TVU's ISX protocol and MediaHub alongside DTV Innovations' hardware decoders to provide a cloud-native alternative to traditional C-band distribution.
This partnership provides a technical bridge for broadcasters forced to vacate C-band spectrum due to 5G and 6G regulatory mandates. By moving the receiver edge into a cloud-native environment, media organizations can bypass the high total cost of ownership and weather-related signal degradation inherent in legacy satellite infrastructure. The move signals a broader industry shift toward IP and cloud workflow adoption that allows for rapid scaling of affiliate endpoints without physical hardware installs. As CIS Group demonstrates this workflow at SET Expo 2026, watch for adoption rates among Latin American broadcasters facing similar spectrum reallocation pressures as their North American counterparts.
TVU Networks has been expanding its IP-based contribution and distribution portfolio across multiple markets, positioning itself as a full-stack alternative to legacy satellite workflows. In early 2025, TVU Networks launched its TVU MediaHub platform as a unified cloud-native solution for live video contribution and distribution, consolidating encoding, decoding, and management into a single interface aimed at broadcasters seeking to reduce reliance on dedicated satellite uplinks. The company has also been active in Latin America, where spectrum reallocation pressures mirror those driving the DTV Innovations partnership. At SET Expo 2025 in São Paulo, TVU demonstrated IP-based workflows for Brazilian broadcasters facing C-band clearing deadlines tied to 5G rollout, signaling the region as a priority market for satellite-to-IP conversion.
The regulatory backdrop for satellite-to-IP migration is accelerating globally. In the United States, the FCC's C-band clearing process, which required satellite operators to vacate the 3.7 to 3.98 GHz range for 5G use, completed its final phase in December 2023, forcing broadcasters to transition to alternative distribution methods. Brazil's Anatel has followed a similar path, with the agency setting deadlines for C-band satellite services to yield spectrum to 5G operators beginning in 2025. These regulatory mandates create a hard deadline for broadcasters to find IP-based alternatives, making partnerships like the TVU and DTV Innovations integration commercially urgent rather than optional. DTV Innovations, which manufactures the OX-series hardware decoders used in this joint solution, has positioned its products specifically for markets undergoing this forced transition.
On the technical side, TVU's ISX protocol is designed to maintain broadcast-grade reliability over variable IP networks, a critical requirement for replacing satellite links that historically offered guaranteed availability. TVU Networks published benchmark data showing its ISX protocol achieving sub-second latency and 99.99% uptime over public internet connections during live sports events in 2024, demonstrating that IP-based contribution can meet the quality thresholds previously associated only with satellite. The broader industry trend supports this direction: a 2025 report from Omdia projected that IP-based video distribution will account for over 60% of broadcast contribution workflows by 2028, up from roughly 35% in 2023, driven by cost savings and the regulatory pressures outlined above.
