Roblox child safety investigation launched by U.S. Senate Judiciary leaders

The Roblox child safety investigation signals a regulatory shift that could force major changes to how entertainment brands reach younger demographics. For rights holders like Netflix and Lionsgate, the platform has evolved from a game engine into a critical distribution hub for original IP and community building. If federal pressure leads to stricter publishing rules or age-gating, the current low-friction pipeline for user-generated content and brand extensions could face significant monetization hurdles. The industry should monitor the August 31 response deadline for specific disclosures regarding how Roblox segments revenue by age group and its internal moderation efficacy.

Roblox has been under intensifying scrutiny from regulators and advocacy groups well before the Durbin-Hawley inquiry. In early 2025, Hindenburg Research published a short-seller report alleging that Roblox's platform exposed children to predatory behavior and inappropriate content, which triggered a sharp decline in the company's stock price and prompted Roblox to announce additional safety features including expanded AI-driven moderation and parental controls. The company's chief safety officer Matt Kaufman has publicly acknowledged the scale of the challenge, noting that Roblox processes billions of interactions daily across its user base. The Senate investigation builds on a pattern of legislative attention to child safety on interactive platforms, with the Kids Online Safety Act passing the Senate in 2024 and advancing through the House, creating a broader regulatory framework that could impose duty-of-care obligations on platforms serving minors.

The business implications for entertainment partners are significant. In July 2025, Roblox launched a new licensing platform that makes it easier for companies to offer their intellectual property to creators, initially partnering with Netflix, Lionsgate, Sega, and Kodansha. Seven IPs became available for licensed use by eligible creators, including Squid Game, Stranger Things, Twilight, Saw, and Like a Dragon. By November 2025, Roblox opened the License Manager to all eligible IP holders, reporting over 1,500 license requests from creators and noting that the platform serves 151.5 million average daily active users. The August 31 deadline for Roblox to produce documents to the Senate Judiciary Committee could reveal internal data on how the platform segments its user base by age and how revenue flows from experiences targeting children. If the investigation leads to mandatory age verification or stricter content moderation requirements, the operational cost for brand partners could increase substantially.

From a technical standpoint, Roblox has invested heavily in AI-based moderation infrastructure to address the volume of abuse reports. The company reported processing over 65,000 suspected child exploitation instances in 2025, a figure that more than doubled year over year. The platform's trust and safety team has grown to over 1,000 moderators, though critics including the National Center for Missing and Exploited Children have argued that the ratio of moderators to users remains insufficient. The Senate inquiry is expected to examine whether Roblox's moderation investments have kept pace with user growth, particularly as the platform expanded into older demographics while retaining a large child user base. The licensing platform's revenue share model, typically between 10 and 25 percent for IP holders, adds another layer of complexity to the regulatory question of how the platform monetizes content accessed by minors. This follows a broader trend of as federal agencies increase oversight of digital platforms.
