FCC abandons gigabit broadband speed standards in favor of 100/20 Mbps

The decision to maintain lower speed benchmarks directly impacts the long-term bandwidth ceiling for high-bitrate streaming services and cloud-based video workflows. By capping federal ambitions at 100/20 Mbps, the commission reduces the regulatory pressure on ISPs to upgrade last-mile infrastructure, potentially widening the gap between urban fiber deployments and rural connectivity. For the streaming ecosystem, this may force platforms to prioritize aggressive compression over 8K or high-frame-rate delivery to ensure reach across a stagnating national network. Watch for how this policy shift influences the allocation of federal BEAD funding toward slower satellite or fixed-wireless technologies instead of synchronous fiber.

The FCC's decision to maintain 100/20 Mbps as the national broadband benchmark arrives as satellite and fixed-wireless providers expand their reach into underserved markets. SpaceX's Starlink has become a central player in that conversation. In September 2025, SpaceX announced a $17 billion deal to acquire wireless spectrum licenses from EchoStar for its Starlink satellite network, a transaction the FCC subsequently approved with a $2.4 billion escrow condition tied to disputes over EchoStar's abandoned terrestrial 5G buildout. The commission's willingness to greenlight that deal while simultaneously capping speed ambitions at 100 Mbps signals a regulatory posture that favors coverage expansion over raw throughput targets. That posture has direct implications for how federal broadband dollars flow. The BEAD program, which allocates $42.45 billion for unserved and underserved locations, was designed under the prior administration's gigabit ambitions. With the FCC now formally endorsing 100/20 Mbps as sufficient, state broadband offices gain latitude to fund fixed-wireless and satellite solutions that meet the lower threshold at reduced cost per location. SpaceX has leaned into this opportunity aggressively. On its August 2026 earnings call, Starlink outlined plans to launch direct-to-cell satellites in 2027 and a commercial mobile service by year-end, claiming a 13-fold increase in spectrum capacity from the EchoStar acquisition would make its mobile service "100 times better" than current offerings. The company also sketched a small-cell strategy that would place cellular base stations on existing Starlink broadband dish installations, a capex-efficient approach that sidesteps the roughly $100 billion analysts estimate a conventional nationwide buildout would require. The technical picture complicates the FCC's lower-speed stance. 3GPP Release 19 found that 5G subscriptions surpassed 3.1 billion globally in Q1 2026, with uplink traffic growing faster than downlink for 43 of 55 measured service providers. The report projects uplink traffic could be three times higher by 2031 compared to 2025 levels, driven by AI workloads, user-generated content sharing, and cloud storage. For streaming platforms that increasingly rely on cloud-based production, real-time collaboration, and interactive formats, a 20 Mbps upload ceiling becomes a binding constraint rather than a comfortable margin. Analysts remain skeptical that satellite can fill the gap. Analyst Dean Bubley, senior research director at ABI Research, dismissed SpaceX's small-cell plan as insufficient for nationwide mobile broadband, noting that femtocells have never proven viable as a primary deployment model and that power delivery and site placement remain unresolved challenges.
