SIA backs White House national space transportation policy to expand launch capacity

The endorsement by the Satellite Industry Association signals a critical shift toward treating commercial space access as a national economic priority rather than a niche sector. By streamlining FAA licensing and modernizing airspace integration, the federal government aims to remove the primary bottlenecks currently limiting the frequency of satellite deployments. This policy directly addresses the commercial sector's reliance on resilient launch architectures to maintain dominance in the $429 billion global space economy. As the Department of Transportation and Department of Commerce begin implementation, the industry should watch for specific new rules regarding range scheduling and spectrum allocation that will determine how quickly private operators can scale their orbital infrastructure.

The Satellite Industry Association represents more than 150 member companies across the satellite value chain, and its endorsement of the White House memorandum reflects broader industry consensus that launch infrastructure is the primary bottleneck for commercial space growth. The SIA's 2025 State of the Satellite Industry Report found that global satellite industry revenue reached $293 billion in 2024, with satellite manufacturing and launch services growing faster than any other segment. Tom Stroup, SIA president, has consistently argued that regulatory modernization is essential to maintaining U.S. competitiveness in commercial space, a position that aligns with the memorandum's focus on FAA licensing reform and airspace integration improvements.

The policy directive arrives amid significant regulatory activity in the commercial space sector. The FAA issued a final rule in June 2026 streamlining Part 450 launch and reentry licensing requirements, reducing the average licensing timeline from 18 months to under 12 months for operators meeting safety thresholds. The Federal Communications Commission has also been active, with the FCC adopting new rules in March 2026 to expedite spectrum coordination for non-geostationary satellite systems, directly addressing one of the memorandum's mandates on securing radio frequency spectrum for commercial operations. These parallel regulatory moves suggest the White House directive is part of a coordinated interagency effort rather than a standalone policy statement.

On the technical and operational side, the memorandum's emphasis on airspace integration responds to concrete challenges facing launch providers. SpaceX and Blue Origin lead European Space Summit withdrawal over regulations as launch providers navigate increasingly complex international regulatory environments. The Department of Transportation's role in the memorandum likely encompasses updating the National Airspace System to accommodate higher launch cadences, a challenge that the FAA's Space Data Integrator program has been piloting since 2024 to provide real-time launch telemetry to air traffic controllers. For satellite operators represented by the SIA, faster and more predictable launch scheduling translates directly into reduced costs for constellation deployment and replenishment.
