Oracle is demonstrating its Oracle Video Edge (OVE) technology at IBC2026, showcasing a federated architecture that coordinates Media over QUIC (MOQ) relays across OCI, CDNs, and ISP networks. The demonstrations feature collaborations with partners including Broadpeak, BT, Cloudflare, and others to highlight interoperability in distributed live streaming delivery.

Add as preferred sourceThis shift toward a federated relay architecture suggests a move away from reliance on single, monolithic delivery networks for massive live events. By coordinating Media over QUIC relays across competitors like Cloudflare and ISP-specific infrastructure from BT, Oracle is establishing a framework where interoperability matters more than proprietary network reach. This approach allows streaming providers to maintain existing vendor relationships while gaining the last-mile benefits of ISP-hosted relays. For the broader ecosystem, it validates MOQ as a viable transport standard for multi-vendor environments. Watch for Oracle's upcoming technical disclosures regarding coordinated routing and failover telemetry to see if this distributed model can match the reliability of centralized CDNs.
Oracle Video Edge sits within a rapidly growing ecosystem of Media over QUIC (MOQ) implementations that multiple vendors are advancing in parallel. At IBC2025, Cloudflare demonstrated its own MOQ relay infrastructure for live streaming delivery, positioning the protocol as a complement to its existing HTTP-based streaming stack. Meanwhile, Broadpeak announced integration of MOQ transport into its CDN platform during the same period, signaling that traditional CDN vendors see the protocol as a path toward lower-latency live delivery without abandoning their existing infrastructure investments. These parallel efforts suggest Oracle's federation approach at IBC2026 is arriving into a market where MOQ interoperability is already a shared priority rather than a single-vendor experiment.
The business case for federated relay architectures is being reinforced by operator-level deployments and standards activity. The IETF MOQ working group published its draft-10 specification in March 2026, establishing a more stable foundation for multi-vendor relay coordination and reducing the risk of proprietary fragmentation. On the operator side, BT confirmed in early 2026 that it was piloting edge-hosted video relay nodes within its UK network, a move that aligns with Oracle's demonstration of ISP-hosted relay participation in the federation model. Bouygues Telecom, also named in Oracle's IBC2026 demo, has been exploring similar edge caching strategies for its French subscriber base, though public disclosures remain limited.
Technical benchmarks for MOQ-based delivery are beginning to emerge from independent testing. Bitmovin published latency measurements in Q2 2026 showing MOQ relay chains achieving glass-to-glass latencies under 2 seconds for live events, compared to 6-15 seconds typical of HLS and DASH pipelines. MainStreaming, another participant in Oracle's IBC2026 demonstration, reported that its CDN fabric successfully exchanged MOQ relay sessions with Oracle Cloud Infrastructure during pre-show interoperability testing, confirming that the federation model works across independently operated networks. These results suggest that the technical barriers to multi-vendor MOQ federation are narrowing, though production-scale reliability data under peak concurrent load remains the key open question for operators evaluating this architecture.
