Meta's Instagram and TikTok were among the first to receive VLO designations in April 2023, and the Commission has since opened formal proceedings against TikTok over addictive design features and child safety failures, establishing enforcement precedents that will shape how OpenAI and Roblox approach their own compliance timelines. The DSA now covers more than 20 designated platforms, creating a regulatory infrastructure that streaming and interactive entertainment companies must monitor closely as the Commission expands its scope beyond traditional social networks.

For OpenAI specifically, the designation arrives at a moment of aggressive commercial expansion that complicates compliance. OpenAI launched its advertising pilot program in ChatGPT's free tier in early 2025, testing sponsored recommendations within conversational responses, a move that directly intersects with the DSA's requirements around ad transparency and non-profiling-based recommendation systems. Roblox faces parallel pressure from a business-model perspective: the company reported over 85 million daily active users in its Q2 2025 earnings, with advertising revenue growing as a new monetization layer, meaning its ad-targeting infrastructure will now fall under DSA audit requirements. Reddit, which went public in March 2024, must also reconcile its data-licensing deals with AI companies against the DSA's researcher-access mandates.

Technical compliance challenges differ sharply between these three platforms. ChatGPT's conversational memory and personalization features raise novel questions about what constitutes a 'recommendation system' under the DSA, since the regulation was drafted with feed-based platforms in mind. The European Digital Media Observatory published guidance in June 2025 noting that generative AI interfaces present unique challenges for DSA transparency obligations because their output is dynamically generated rather than curated from a fixed content pool. Roblox, meanwhile, must address how its user-generated content moderation and algorithmic game-discovery systems meet the independent audit threshold, a requirement that the Commission's DSA enforcement team has signaled will include algorithmic auditing of recommendation engines by Q1 2026.
