NAB VP David Layer advocates for hybrid radio digital standards

The push for hybrid radio digital standards represents a strategic effort to modernize legacy AM/FM signals by layering internet-delivered metadata over traditional broadcasts. For the streaming ecosystem, this creates a more competitive dashboard environment where terrestrial radio can finally offer the same granular listener analytics and personalized content as pure-play digital services. This shift forces a convergence between traditional broadcasters and mobile broadband providers, as the two technologies become interdependent for high-end automotive experiences. Industry observers should monitor mobile chipset adoption rates for ATSC 3.0, as this remains the primary bottleneck for high-capacity digital audio delivery to portable devices.

The National Association of Broadcasters has been actively promoting ATSC 3.0 as a vehicle for hybrid radio capabilities beyond traditional television. In early 2026, the NAB filed comments with the FCC urging the commission to mandate ATSC 3.0 tuner inclusion in new mobile devices, arguing that without chipset-level support in smartphones and tablets, broadcasters cannot deliver the high-quality audio and data services that the standard enables. David Layer has been a consistent voice in this effort, presenting technical demonstrations at NAB Show events that showcase how ATSC 3.0 can carry broadcast audio alongside broadband-delivered metadata to create richer in-car listening experiences. The NAB's broader strategy positions hybrid radio as a complement to existing HD Radio deployments rather than a replacement, acknowledging that the installed base of over 100 million HD Radio receivers represents a significant existing audience. On the business and regulatory front, DTS has emerged as a key technology partner in the hybrid radio ecosystem. DTS Autostage was selected by multiple automakers for integration into 2026 model-year vehicles, providing a standardized audio processing layer that works across both terrestrial and streamed content sources. The technology uses object-based audio rendering to adapt content to different cabin acoustics, which gives broadcasters a path to premium audio experiences that compete with satellite and streaming services. Meanwhile, the FCC's ongoing rulemaking on ATSC 3.0 mandatory carriage has drawn support from broadcasters but opposition from cable and satellite operators who argue that forced carriage of a new standard imposes costs without proven consumer demand. The regulatory timeline remains uncertain, with FCC Chair Brendan Carr indicating in mid-2026 that the commission would prioritize spectrum efficiency rules before addressing mandatory ATSC 3.0 receiver requirements. From a technical standpoint, independent testing has begun to quantify the performance advantages of hybrid radio delivery over pure terrestrial signals. A 2025 study by the European Broadcasting Union found that DAB+ combined with IP-delivered metadata reduced listener churn by 18 percent compared to standalone DAB+ receivers, suggesting that the hybrid approach delivers measurable engagement gains. The EBU's findings align with the NAB's argument that metadata enrichment is the primary value proposition of hybrid platforms. In parallel, DRM consortium members have been testing similar hybrid configurations for shortwave and medium-wave bands, with trials in India and Brazil demonstrating that DRM can deliver near-FM audio quality at a fraction of the transmission power. These international efforts provide additional evidence that the hybrid radio model is gaining traction across multiple digital radio standards simultaneously, reinforcing the NAB's position that convergence rather than competition is the optimal path forward.
