Analyst firm Omdia reports that CTV advertising currently generates $0.21 per viewing hour, with the industry operating at 65% of its commercial capacity. The research highlights a significant monetization gap between the US and international markets and suggests that optimizing ad load and fill rates could double or triple current advertising revenues.
The $0.21 benchmark exposes a massive valuation gap between streaming and linear TV, suggesting that streamers have significant room to increase ad loads without hitting broadcast limits. For tech providers, this signals an urgent need for better fill-rate optimization and ad-relevance tools to monetize underutilized inventory. As major SVOD players shift focus from subscriber growth to ARPU, maximizing this hourly yield will be the primary lever for reaching profitability. Watch for shifts in ad-load density on Netflix and Disney+ as they move to match the heavier commercial frequencies typical of traditional linear broadcasting.
The push for higher monetization comes as the U.S. CTV ad market is projected to reach $37.95 billion in 2026, marking a structural shift where CTV upfront commitments now exceed primetime linear upfronts for the first time, per eMarketer and IAB. Despite this growth, a significant 'attention gap' remains; while CTV accounts for approximately 43.8% of total TV usage, it still captures a disproportionately small share of total ad spend compared to its linear predecessors, according to Nielsen data from June 2026. This gap represents a massive arbitrage opportunity for early-moving advertisers but highlights the pricing inefficiency noted in the Omdia benchmark.
Simultaneously, major platforms are aggressively scaling their ad-supported reach to close this valuation gap. At its May 2026 Upfront, Netflix confirmed that its ad tier has reached 250 million monthly active viewers globally, with over 50% of new signups now opting for the ad-supported plan. This rapid scaling is driving the need for more sophisticated measurement. In Europe, the industry is moving toward greater technical alignment, with IAB Europe proposing a unified measurement framework in mid-2026 to combat the 'two-tier' ecosystem risk identified by analysts.
Regulatory pressure is also mounting to level the playing field between global streamers and national broadcasters. Per reports from May 2026, major European trade groups have urged the European Commission to designate CTV operating system vendors as 'gatekeepers' under the Digital Markets Act. This move aims to standardize data access and transparency, potentially resolving the fill-rate issues and measurement fragmentation that Omdia cites as current barriers to achieving full monetization potential.
