A coalition of 50 Canadian screen organizations has issued an open letter to the government urging the enforcement of a 15% revenue contribution requirement for foreign streaming services. The industry pushback follows government signals that it might review these obligations due to concerns over potential consumer cost increases.
The push for a 15% levy represents one of the most aggressive regulatory stances against foreign streamers globally, moving well beyond the initial 5% baseline. If enforced, this mandate could force Netflix and Prime Video to choose between absorbing significant margin hits or passing costs to Canadian subscribers, potentially triggering similar escalations in other territories. The outcome will signal whether national governments prioritize domestic cultural protection over the pricing stability of global digital services. Watch for the government's formal response to the coalition's letter to see if trade tensions with the U.S. influence the final percentage.
The CRTC's 15% contribution requirement, finalized in its Phase 2 policy decision on May 21, 2026, represented a tripling of the original 5% baseline established under the Online Streaming Act, which has been in force since 2023 (deadline.com). The regulator framed the increase as proportionate to the distinct role foreign streamers play within Canada's broadcasting system, arguing that global platforms are well positioned to monetize Canadian-produced content and have every incentive to do so.
The government's reversal came swiftly after the U.S. Trade Representative identified the enabling legislation as a trade irritant. However, per CBC News, the USTR subsequently stated that Canada would not "really get credit" for the policy change, complicating the political calculus behind the retreat. The Motion Picture Association, which represents Amazon and Netflix, along with the U.S. envoy to Canada, had publicly condemned the 15% rate, per The Logic.
The coalition's letter draws a sharp distinction between regulated contributions and discretionary government spending. The signatories argue that the government's C$600 million annual pledge—approximately US$430 million—lacks the durability of a legally enforceable obligation because it remains subject to budget cycles and political pressures (deadline.com). The letter explicitly warns that without enforceable contribution requirements, Canada risks weakening its position as a cultural exporter and ceding screen space to foreign content.
Prime Minister Carney, when pressed on the decision, framed it as an affordability measure, stating the choice had been made "two months ago" with "a focus on affordability right out of the gate," per CBC News. The government has not yet issued the CRTC new policy guidance on what it wants instead of the 15% requirement, and has not responded to the coalition's open letter, per Deadline.

Add as preferred sourceThe dispute places Canada at the center of a broader global pattern. Streamers have made similar arguments against contribution obligations in Europe and Australia, but domestic production communities in those markets have largely disputed the claim that voluntary spending is sufficient, warning against homogenized global content displacing local storytelling (Canada cancels 5% revenue levy).
