CBC/Radio-Canada has transitioned to full membership in the European Broadcasting Union, enabling deeper collaboration on technical standards like ST-2110 and the Media eXchange Layer. The move also integrates the broadcaster into the Eurovision News Exchange and facilitates shared research on software-based production workflows with European peers.
The transition to full membership bridges the gap between North American and European technical standards, particularly regarding the shift from hardware-centric to software-defined infrastructure. By integrating into the EBU's core technical groups, CBC/Radio-Canada can better align its domestic vendor ecosystem—including Grass Valley and Ross Video—with European interoperability requirements. This collaboration accelerates the adoption of the Media eXchange Layer (MXL) as a global framework for live production. For the broader industry, this move signals a consolidated effort to solve the complexities of ST-2110 deployments at scale. Watch for the release of new MXL tutorials on GitHub as a signal of how quickly these software-based workflows are being standardized across international borders.
The European Broadcasting Union has intensified its push toward software-defined production infrastructure over the past year, positioning ST-2110 and the Media eXchange Layer as cornerstones of its technical roadmap. In early 2026, the EBU published updated guidelines for ST-2110 deployment in public-service broadcasting environments, outlining best practices for transitioning from baseband SDI to IP-based facilities. The guidelines emphasize interoperability testing between vendors, a concern directly relevant to CBC/Radio-Canada's domestic ecosystem where Grass Valley, Ross Video, and Evertz Microsystems all supply production hardware. The EBU's broader membership now spans 56 countries with 68 active members, making full participation by a North American broadcaster like CBC/Radio-Canada a notable expansion of its technical influence.
On the business and regulatory side, CBC/Radio-Canada's full EBU membership arrives amid a wave of public broadcasters formalizing IP transition commitments. The BBC confirmed in March 2026 that its new production hub at Salford would run entirely on ST-2110 infrastructure, eliminating legacy SDI routing across its live news and entertainment studios. Similarly, France Télévisions announced a phased ST-2110 rollout across its regional production centers beginning in late 2025, targeting full IP conversion by 2028. These commitments create a critical mass of European public broadcasters operating on the same IP standards, which strengthens the case for Canada Online Streaming Act support alignment through EBU technical committees and shared research programs.
From a technical standpoint, the Media eXchange Layer has emerged as a key interoperability framework for connecting software-based production tools across vendor boundaries. The EBU released version 2.0 of the MXL specification on GitHub in May 2026, adding support for dynamic device discovery and real-time media routing that were absent from the initial release. The specification builds on the Live IP Software Toolkit, an open-source project that CBC/Radio-Canada engineers have contributed to since 2024. Haivision demonstrated MXL-compatible contribution workflows at IBC 2025, showing how remote production feeds could be ingested into an ST-2110 fabric without proprietary gateway hardware. These developments suggest that the technical collaboration enabled by CBC/Radio-Canada's full membership will focus heavily on proving MXL's viability as a universal glue layer between disparate production systems, reducing vendor lock-in for public broadcasters on both sides of the Atlantic.
