Broadcasting Center Europe (BCE) will demonstrate a sovereign Media-as-a-Service ecosystem at IBC2026, developed in partnership with Scaleway and Ateme. The platform provides European broadcasters with a regional alternative to hyperscale cloud providers, focusing on data security and regulatory compliance.
Broadcasters are moving beyond simple cloud migration to prioritize jurisdictional control, as regulatory pressure in the EU makes data residency a primary procurement factor. By integrating Ateme's processing with Scaleway's regional infrastructure, BCE is offering a production-ready alternative to U.S.-based hyperscalers that often trigger compliance conflicts under the U.S. CLOUD Act. This shift reflects a maturing market where technical sovereignty is viewed as a prerequisite for long-term operational resilience rather than just an IT preference. Watch for whether this integrated approach can maintain the innovation speed of global competitors while satisfying the strict SEAL sovereignty model now required in many European public tenders.
The push for sovereign cloud media supply chain infrastructure coincides with intensifying regulatory oversight across the European Union. Per the European Commission, most provisions of the European Media Freedom Act (EMFA) entered into application in August 2025, mandating new protections for editorial independence and journalistic sources. This legal landscape is further complicated by the EU Data Act, which as of September 2025, established enforceable rights for cloud users to switch providers without technical lock-in, with exit fees scheduled for elimination by January 2027. These regulations are designed to reduce dependence on non-European platforms and ensure that media services operate within a transparent, harmonized framework.
Market data underscores the rapid shift toward localized infrastructure. According to Gartner, global sovereign cloud spending is projected to reach $80 billion in 2026, with European investments growing significantly as organizations respond to GDPR enforcement and national digital sovereignty initiatives like France's SecNumCloud. Rival integrators are also moving to capitalize on this demand; for instance, per Content+Technology in July 2026, Qvest partnered with Ateme and Scaleway to launch a similar sovereign OTT platform. This competitive landscape suggests that European broadcasters are now prioritizing 'sovereign-by-design' environments that align with the technical sessions at IBC2026 to mitigate risks related to foreign government data access requests, a trend further supported by sovereign AI infrastructure investments.
