Zixi and Comcast Technology Solutions have formed a strategic integration to facilitate the migration of linear broadcasters from C-band satellite to IP-based distribution. The partnership combines the Zixi Software Platform with Comcast Media360 to support SCTE 224 and SCTE 35 standards for rights management and ad signaling.
Broadcasters are under increasing pressure to exit C-band as the FCC reallocates spectrum for terrestrial 5G services. This partnership provides a concrete path to IP distribution that replicates the reliability and rights-enforcement capabilities of satellite without requiring a complete infrastructure overhaul. By normalizing metadata through SCTE 224, the solution allows networks to manage complex regional blackouts and dynamic ad insertion across both traditional broadcast and streaming endpoints. The industry shift toward managed IP distribution signals a decline in satellite-only head-end strategies. Watch for adoption rates among major U.S. affiliate networks as the July 2027 statutory auction deadline for the Upper C-band approaches.
The transition from C-band satellite is accelerating following recent regulatory actions. Per Satnews in July 2026, the FCC approved a Report and Order clearing 160 MHz of Upper C-band spectrum (3.98–4.2 GHz) for terrestrial wireless use. This move establishes a 440 MHz "super band" for 5G, necessitating a secondary wave of broadcast migrations. Satellite operators SES and Eutelsat have been authorized for billions in incentive payments to vacate these frequencies, with primary transition deadlines set for late 2030.
Industry leaders at the 2026 NAB Show emphasized the lack of a single "silver bullet" to replace satellite's reliability. Per CSI Magazine, executives from Disney, Fox, and Paramount highlighted that IP delivery must now replicate satellite's near-perfect availability while managing thousands of live feeds. Major broadcasters are already executing these shifts; Broadband Breakfast reported in June 2026 that PBS selected LTN to manage an IP network for 330 public television stations to mitigate rising satellite capacity constraints.
Technologically, the shift relies on sophisticated signaling standards to maintain regional compliance. According to SCTE recommended practices released in late 2025, coordinating SCTE 35 for in-band cueing with SCTE 224 for out-of-band rights management is essential for hybrid linear workflows. These standards enable broadcasters to enforce audience-based restrictions and execute ad-splicing at the edge, effectively mirroring legacy satellite control mechanisms within modern IP-native and software-based architectures.
