WBNX Cleveland-Akron has transitioned its broadcast signal to the ATSC 3.0 standard using signal-signing certificates provided by Silicondust USA and infrastructure design by Heartland Video Systems. The deployment utilizes a cloud-based OCSP system for certificate validation, aiming to maintain signal reliability without requiring A3SA contracts.
This deployment provides a blueprint for broadcasters to bypass the administrative and technical bottlenecks of the ATSC 3.0 Security Authority (A3SA). By utilizing an independent certificate authority like Silicondust, stations can achieve the digital signing required for 'NextGen TV' compliance without the licensing hurdles that have historically slowed device and signal rollouts. This shift towards cloud-based certificate validation addresses a critical single point of failure—signal rejection due to validation timeouts—which is vital as broadcasters begin to monetize datacasting and interactive services. Watch for whether other major groups follow Nexstar’s lead in adopting third-party security vendors to accelerate their transition timelines.
The activation of ATSC 3.0 on WBNX represents a broader strategic victory for Nexstar, which officially completed the rollout of NextGen TV across all top 25 U.S. designated market areas (DMAs) in July 2026. Per The Desk (July 2024), the Cleveland market was the final major holdout due to severe broadcast spectrum limitations. Nexstar resolved this by acquiring WBNX for $22 million, utilizing its spectrum to act as a 'lighthouse' host for neighboring ABC, CBS, NBC, and Fox affiliates. This consolidation allows the market to maintain legacy ATSC 1.0 signals while simultaneously providing high-bandwidth NextGen services, including 4K UHD and HDR capabilities.
Silicondust’s role as an independent certificate authority comes amid a multi-year regulatory dispute regarding content protection. Per Communications Daily (July 2025), Silicondust filed complaints with the FCC alleging that the A3SA and Pearl TV were using encryption standards to effectively 'box out' independent hardware manufacturers. These tensions were exacerbated by A3SA's refusal to certify certain gateway devices, leading companies like Silicondust to develop their own compliant security stacks. The FCC has since issued a Fifth Further Notice of Proposed Rulemaking to examine whether it should establish formal rules for the encryption and signing of free, over-the-air signals, per Lerman Senter (October 2025).
Broadcasters are increasingly eyeing these technical upgrades not just for better video, but for diversified revenue. Nexstar executives noted that the Cleveland launch expands the reach of EdgeBeam Wireless, a joint venture focused on leveraging ATSC 3.0 for datacasting, including high-precision positioning and digital signage, per Reuters (July 2026). As the industry pushes for a full ATSC 1.0 sunset—proposed by the NAB for as early as 2028—the adoption of flexible security protocols like Silicondust’s will be essential for managing the transition without alienating the existing viewer base.
