The IEEE is developing the P2857 standard to establish best practices for age verification systems in digital environments. This initiative aims to provide a framework for platforms to comply with global child protection laws, including the UK's Age Appropriate Design Code.
The introduction of P2857 provides the streaming industry with a much-needed technical baseline as regulatory pressure intensifies globally. For platforms, standardizing age assurance reduces the legal risk of non-compliance with regional laws while protecting against predatory behavior and accidental exposure to adult content. This move signals a shift from voluntary 'age gates' to verifiable, auditable technical controls that can be integrated into the infrastructure layer. Success will depend on the standard's ability to balance high-accuracy verification with user privacy and low-friction onboarding. Watch for the adoption rate among third-party verification providers like Yoti and Jumio as they seek to validate their enterprise solutions against this new IEEE benchmark.
The IEEE P2857 initiative arrives as global regulators move from drafting policies to active enforcement. Per Ofcom reporting in July 2026, the implementation of the UK’s Online Safety Act has already triggered a 23-fold increase in digital age checks over a six-month period. Large-scale platforms are shifting toward 'highly effective' assurance methods to meet these mandates. For example, per TheSixthAxis in August 2026, Microsoft has integrated automated age checks for Xbox accounts based on historical activity to avoid intrusive ID uploads while maintaining compliance for its gaming and streaming ecosystem.
In the United States, the legal landscape is evolving rapidly despite past setbacks. According to Law Society reporting in August 2026, the Ninth Circuit Court of Appeals recently allowed key portions of the California Age-Appropriate Design Code Act to go into effect, specifically reviving the requirement for businesses to estimate user ages with reasonable certainty. This judicial shift forces streaming services and social platforms to implement active age-estimation tools rather than relying on simple user self-declaration.
European markets are also consolidating around standardized identity tools. Per European Commission updates in May 2026, the EU has finalized its 'mini wallet' blueprint, a privacy-preserving age verification solution that integrates with the upcoming EU Digital Identity Wallet. This system allows users to prove they are over 18 using zero-knowledge tokens, ensuring platforms receive a verification signal without accessing raw identity data. These concurrent developments suggest that the IEEE’s standard will serve as the connective tissue for a multi-billion dollar age assurance market expected to grow at a CAGR of over 11% through 2034.
