Google is expanding its Play Signal API globally by the end of 2026, allowing Android developers to receive opt-in age range signals for app personalization. The tool is designed to help developers comply with evolving global child safety regulations without requiring the collection of specific birth dates.
The global expansion of the Play Signal API provides a standardized technical bridge between developers and the increasingly fragmented landscape of international safety regulations. By centralizing age disclosure within the operating system, Google reduces the friction for streaming apps that must now navigate varying mandates in the UK, EU, and several U.S. states. This move mirrors Apple’s global rollout of its Declared Age Range API in February 2026, signaling a unified shift toward OS-level age assurance as the industry standard. Watch for whether UK regulator Ofcom’s January 2027 report on app stores accepts these opt-in signals as sufficient for high-risk content compliance under the Online Safety Act.
The global expansion of age-assurance tools follows a significant wave of legislative activity aimed at digital platforms. According to reporting from DLA Piper and Slaughter and May throughout late 2025 and 2026, the regulatory landscape shifted dramatically after Australia implemented a social media ban for minors under 16 in December 2025. This move intensified policy debates in the UK and EU, where the Digital Services Act (DSA) and the Online Safety Act already mandate 'highly effective' age verification for services exposing children to harmful material. Per Reuters and TechCrunch, regulators have shifted from mere guidance to active enforcement, evidenced by the UK Information Commissioner’s Office (ICO) issuing substantial fines to platforms like Reddit and MediaLab.AI in early 2026 for failing to safeguard minor users.
In the United States, a patchwork of state-level 'App Store Accountability Acts' has emerged as a primary driver for these API updates. According to McDermott Will & Emery in December 2025, laws in Texas, Utah, and Louisiana set specific requirements for app stores to verify user ages and share consent status with developers. For instance, Utah's requirements for developers and stores took effect in May 2026, while Louisiana's law followed in July 2026. These laws often require developers to receive and verify age category information from the store before a download or in-app purchase is initiated. Apple responded to these pressures in February 2026 by rolling out similar tools globally, which block 18+ app downloads in markets like Australia and Brazil until adult status is confirmed. Google's rollout of the Play Signal API effectively brings Android into alignment with these multi-jurisdictional compliance demands.
