CTV platforms maintain targeting stability as global privacy headwinds impact mobile

The resilience of hardware-level identifiers positions CTV as the primary alternative for programmatic budgets fleeing the high churn of mobile and display identity. While mobile operating systems and browsers have restricted tracking via IDFA and cookies, the CTV stack’s reliance on stable, manufacturer-controlled IDs allows for persistent household-level measurement and attribution. This stability is driving a shift toward data-enriched private marketplaces (PMPs) where publishers can monetize first-party viewer data without the immediate threat of signal obfuscation. However, the ecosystem remains vulnerable if smart TV manufacturers eventually follow Apple and Google’s lead by restricting IP address visibility or rotating device identifiers.

The IAB Tech Lab is currently accelerating standards to address potential signal loss in the video ecosystem. Per IAB Tech Lab, December 2025, the organization released its 2025 roadmap which prioritizes the Global Privacy Platform (GPP). This framework aims to standardize how privacy signals and user consent are transmitted across the programmatic supply chain, specifically including CTV as a core channel to avoid the fragmentation seen in earlier mobile privacy rollouts. This follows the launch of the 'Ad Format Hero' initiative in October 2024, which seeks to standardize emerging CTV experiences like shoppable and pause-screen ads.

Simultaneously, the use of IP addresses—a cornerstone of CTV targeting—is under pressure from browser providers. Per Forbes, February 2025, Google has expanded its 'IP Protection' feature in Chrome's Incognito mode, which masks user IP addresses from third-party trackers to prevent fingerprinting. While this is currently limited to web environments, it mirrors Apple’s iCloud Private Relay which has been active since 2021. Industry analysts monitors these shifts as potential precursors to similar restrictions on smart TV platforms, where IP addresses currently serve as a primary link for household-level cross-device identity graphs.

To counter these threats, identity providers are rapidly expanding their CTV footprint. Per Roqad, October 2024, the volume of active CTV identifiers in their identity graphs grew by 40% globally over a six-month period, with European volumes doubling in that window. This surge reflects a frantic industry effort to link diverse signals like Publisher Provided IDs (PPIDs) and hardware IDs into stable cross-platform profiles before wider regulatory or platform-level restrictions on deterministic identifiers take effect.
