Cisco Chief Architect Bob Everson testified before a Senate subcommittee regarding the impact of AI on network traffic, projecting a 209% surge in campus and branch traffic over three years. He advocated for U.S. leadership in AI-native network stacks, balanced spectrum policy, and the adoption of agentic operations for infrastructure management.
The shift toward AI-native networking marks a critical pivot for infrastructure providers as legacy systems optimized for downstream video delivery struggle with bidirectional, high-volume inference tasks. For the streaming ecosystem, this indicates that future network reliability depends less on raw bandwidth and more on edge computing and automated "self-healing" operations. The heavy uplink demand of AI agents will likely force service providers to rebalance spectrum allocation and enterprise network architectures to avoid bottlenecks. Watch for the federal government's response to Cisco's request for modernized permitting and Universal Service Fund updates to accommodate these evolving infrastructure costs.
The testimony follows a series of federal and private sector moves to secure U.S. dominance in the next generation of connectivity. In late July 2026, the NTIA launched the 'Call to Action for 6G Leadership and Security,' an initiative joined by 20 partner governments to ensure that 6G networks are developed with trusted AI at their core. This mirrors President Trump’s December 2025 'Winning the 6G Race' memorandum, which prioritized the commercialization of the 7.125–7.4 GHz spectrum band for full-power operations (per Broadband Breakfast, July 2026).
Infrastructure demand is already reflected in device shipments. ABI Research reported in May 2026 that 6 GHz-enabled Wi-Fi chipsets reached 1.1 billion annual units in 2025 and are on pace for 2.6 billion by 2030. This growth has placed significant pressure on the FCC to maintain the 6 GHz band for unlicensed use, a policy Cisco argued is essential for meeting enterprise AI demand. In parallel, Cisco and NVIDIA expanded their 'Secure AI Factory' partnership in February 2026, integrating AI-native wireless stacks into enterprise hardware to handle real-time processing and ultra-low-latency requirements.
Industry consensus from the July 30 hearing, which included witnesses from USTelecom and the Nebraska Public Service Commission, highlighted that outdated permitting remains a primary bottleneck for fiber deployment. While Cisco projects that AI inference will account for 25% of all network traffic by 2035, service providers currently report that only 30% of aggressive AI adopters feel fully prepared for this growth. The convergence of AI and 5G-Advanced is expected to drive integrated sensing and communications (ISAC), allowing radio signals to function as object sensors for robotics and public safety (per Network World, August 2026).
