Ukraine petitions ITU to block Russian Rassvet satellites over its territory

The formal petition to the International Telecommunication Union marks a significant regulatory escalation in the orbital conflict between Kyiv and Moscow. By targeting the frequency registrations of Russian Rassvet satellites, Ukraine aims to delegitimize the system's international standing and prevent it from filling the tactical void left after Starlink imposes 10Mbps speed cap on Russian access to Starlink. This move highlights the increasing fragmentation of satellite-based internet infrastructure, where orbital assets are now central to both military logistics and national sovereignty. Industry observers should monitor the ITU Radiocommunication Bureau's response to see if it sets a precedent for excluding specific sovereign territories from satellite footprints based on military usage claims.

Bureau 1440, the Russian company behind the Rassvet constellation, has faced persistent technical setbacks that undermine its positioning as a domestic Starlink alternative. In early 2025, Bureau 1440 launched its first batch of operational satellites but lost contact with multiple units within weeks of reaching orbit, according to Russian space industry sources cited by SpaceNews. The constellation was originally planned to reach 288 satellites by 2030, but production delays and component shortages linked to Western sanctions have slowed deployment to a fraction of that target. SpaceX's Starlink, by contrast, now operates more than 6,000 active satellites and has become the de facto communications backbone for Ukrainian military and civilian users since 2022.

The International Telecommunication Union has historically been reluctant to adjudicate military-use claims in satellite frequency coordination, but Ukraine's petition arrives amid growing pressure on the body to address dual-use orbital systems. In March 2025, the ITU World Radiocommunication Conference preparatory group agreed to study new procedures for resolving harmful interference complaints involving non-geostationary satellite systems, a process that could provide a procedural pathway for Ukraine's request. Russia's communications ministry has separately sought ITU frequency registrations for additional Rassvet orbital shells at Ku and Ka bands, filings that Ukraine's petition would directly challenge if accepted. The outcome will test whether the ITU's Radio Regulations, which traditionally treat frequency coordination as a technical rather than geopolitical exercise, can accommodate digital sovereignty exclusion requests.

From a technical standpoint, Rassvet's performance gaps relative to Starlink remain substantial. Independent analysis by the Center for Strategic and International Studies found that Bureau 1440's satellites operate at lower altitudes with fewer inter-satellite laser links than SpaceX's constellation, resulting in higher latency and reduced coverage continuity. Each Rassvet satellite reportedly carries a throughput capacity of roughly 10 Gbps, compared to Starlink V2 Mini satellites that deliver approximately 80 Gbps per unit. For streaming and broadband infrastructure planners, the Rassvet case illustrates how geopolitical fragmentation of low-Earth-orbit internet services could create coverage dead zones and complicate content delivery network routing across contested regions, particularly if the ITU grants Ukraine's exclusion request and other nations file similar petitions against rival constellations.
