SpaceX AWS-3 spectrum acquisition nears national footprint for mobile satellite service

Securing these AWS-3 licenses allows SpaceX to close critical gaps in its national spectrum footprint, moving the company closer to operating as a standalone mobile network operator. By pairing 40MHz of downlink from EchoStar with these 5MHz and 10MHz uplink channels, SpaceX is building the technical foundation for a hybrid satellite-to-smartphone and terrestrial small-cell network. This strategy directly challenges traditional U.S. carriers by bypassing their ground infrastructure for direct consumer connectivity. The industry should monitor the FCC's decision on the requested terrestrial coverage waivers, as this regulatory outcome will determine how aggressively SpaceX can deploy its V2 satellites for mobile services starting in 2027.

SpaceX's direct-to-device ambitions have accelerated through a series of spectrum transactions that collectively position Starlink as a potential standalone mobile operator. In March 2025, SpaceX completed a $17 billion acquisition of EchoStar's AWS-4 and H-block spectrum licenses, gaining 50MHz of downlink capacity in the 2GHz band that now forms the backbone of its mobile satellite strategy. The EchoStar deal followed an earlier agreement with Dish Wireless, whose parent company had been under financial pressure since losing key spectrum rights. These transactions have given SpaceX a combined holding of approximately 75MHz across multiple bands, a scale that rivals the mid-band spectrum portfolios of some terrestrial carriers. The regulatory dimension of SpaceX's spectrum strategy is drawing scrutiny from both the FCC and competing carriers. In June 2025, the FCC granted SpaceX a waiver to operate its Starlink satellites at lower altitudes for direct-to-cell service, a decision that allows the company to use terrestrial spectrum bands from orbit under modified technical parameters. AT&T and Verizon filed objections arguing that satellite use of terrestrial-allocated spectrum could cause harmful interference to their existing networks, but the commission sided with SpaceX's interference-mitigation proposals. The Tristar acquisition now pending before the FCC adds another layer of regulatory complexity, as SpaceX has requested terrestrial coverage waivers that would permit ground-based small cells on the acquired AWS-3 frequencies, effectively blurring the line between satellite and terrestrial service authorization. SpaceX's spectrum accumulation is occurring against a backdrop of intensifying competition in the satellite-to-smphone space. In February 2025, AST SpaceMobile announced it had secured agreements with AT&T, Verizon, Vodafone, and Rakuten for commercial direct-to-cell service, positioning itself as a complementary layer rather than a replacement for terrestrial networks. Meanwhile, Apple's partnership with Globalstar for emergency SOS via satellite has demonstrated consumer demand for non-terrestrial connectivity, though at much lower data rates than SpaceX targets. The technical gap between these approaches is significant: SpaceX's V2 satellites carry phased-array antennas capable of delivering LTE-class speeds to unmodified smartphones, while target similar performance with larger aperture arrays. The outcome of SpaceX's pending FCC waivers will determine whether the company can combine satellite and terrestrial assets into a unified commercial offering by 2027.
