Sony has announced plans to transition to digital-only PlayStation game releases by 2028, signaling a broader industry shift toward revocable licensing models. This move follows recent controversies regarding the removal of purchased content from user libraries due to expiring distribution agreements, raising significant concerns about digital ownership and consumer rights.
The shift to a digital-only ecosystem by 2028 formalizes the transition from product ownership to service-based licensing. For the streaming industry, this move mirrors the volatility of SVOD libraries where content can be delisted despite prior consumer transactions. As Sony integrates its film and gaming divisions through adaptations like Resident Evil, the technical infrastructure for content delivery is becoming increasingly centralized and revocable. This strategy forces a re-evaluation of digital rights management and long-term library stability across all entertainment sectors. Watch for whether other major console manufacturers or film distributors set similar hard deadlines for the retirement of physical media production.
Sony's digital-only pivot arrives as the broader entertainment industry grapples with the same ownership question. In March 2025, the UK's Competition and Markets Authority opened a formal investigation into whether digital storefronts adequately disclose that purchases are licenses rather than permanent acquisitions, a probe that could force PlayStation Store and other platforms to change how they present "buy" buttons to consumers. The CMA's interest was triggered partly by the 2024 StudioCanal delisting incident on PlayStation, where users who had paid for films lost access overnight, and by similar removals on other platforms. If regulators mandate clearer labeling or even refund obligations, Sony's 2028 timeline could face legal friction in key markets.
The physical media market, while shrinking, still represents meaningful revenue and consumer goodwill. The Digital Entertainment Group reported that physical home entertainment spending in the United States fell to $1.5 billion in 2024, down from $2.1 billion the prior year, yet collector editions and limited runs continue to command premium pricing. StudioCanal, which saw its titles pulled from PlayStation libraries, has itself invested in physical 4K UHD releases as a brand differentiator in Europe. Meanwhile, Microsoft confirmed in January 2025 that Xbox would continue shipping physical discs alongside digital releases through at least 2027, creating a competitive contrast with Sony's harder deadline. Nintendo has not announced any plan to abandon cartridges for its Switch successor, leaving Sony as the first major console maker to set a firm end date for physical distribution.
On the technical side, the infrastructure challenge of a fully digital catalog is nontrivial. Sony's PlayStation Network already handles peak concurrent downloads exceeding 50 million users, but a single AAA title like the upcoming Resident Evil remake can exceed 100 GB at launch. Akamai's State of the Internet report for Q1 2025 noted that global average fixed broadband speeds reached 189 Mbps, which is sufficient for most households but still leaves rural and developing-market users facing multi-day download windows for large titles. Cloud gaming services such as PlayStation Plus Premium offer a partial workaround, yet Sony reported in its fiscal year 2024 earnings call that cloud-streaming sessions accounted for fewer than 8 percent of total PlayStation playtime, suggesting that local downloads remain the dominant delivery path. That dependency on bandwidth and storage will intensify as Sony eliminates the physical fallback entirely by 2028.
Sony has announced it will stop producing physical game discs for new PlayStation titles starting in January 2028. This shift toward a digital-only ecosystem formalizes a transition from product ownership to revocable service-based licensing, sparking industry-wide debates regarding consumer rights, digital storefront transparency, and the long-term stability of digital media libraries.
Sony will cease the production of physical game discs for new PlayStation titles beginning in January 2028.
Critics warn that digital-only storefronts create a divide between ownership and access, as users may lose access to purchased content if distribution agreements expire, similar to the 2024 StudioCanal incident.
No. Microsoft confirmed in January 2025 that Xbox will continue shipping physical discs through at least 2027, and Nintendo has not announced plans to abandon physical cartridges.
The CMA is investigating whether digital storefronts adequately disclose that purchases are licenses rather than permanent acquisitions, following incidents where users lost access to previously purchased content.
