SCO members approve AI cooperation memorandum and regional data centers

The approval of these documents signals a shift toward a state-led digital architecture that prioritizes national security over open internet access. By pooling computing resources and research capacity under a sovereign framework, the SCO is positioning itself as a regional alternative to Western-led AI governance models. This move directly challenges the expansion of global satellite internet providers by requiring explicit national authorization for operations. The broader streaming and digital ecosystem should monitor whether Pakistan, as the incoming chair, successfully implements the proposed 'sovereign AI infrastructure' framework to bridge the infrastructure gap between member states.

The SCO's push for sovereign AI infrastructure arrives as member states accelerate domestic data center buildouts and restrict cross-border data flows. In June 2026, Nokia announced a GPU-accelerated AI-RAN partnership with Indosat Ooredoo Hutchison in Indonesia, expanding the Nokia-NVIDIA architecture already adopted by T-Mobile US, SoftBank, and Vodafone. While Indonesia is not an SCO member, the deployment illustrates how nations in the broader Asia-Pacific region are investing in localized AI compute capacity rather than relying on hyperscaler infrastructure abroad. The SCO's concept for regional data processing centers follows a similar logic: pooling sovereign compute resources across member states to reduce dependence on Western cloud providers. The regulatory dimension of the SCO declaration, particularly its warning that unauthorized satellite internet services violate international law, directly targets providers like Starlink that have expanded into Central and South Asian markets without full national authorization. Ericsson's strategy positions the network as an "intelligent fabric" connecting distributed agents across sensors, vehicles, and edge nodes, with CTO Erik Ekudden noting that uplink traffic could triple over the next five years driven by AI glasses, persistent voice interaction, and real-time video. This uplink growth trajectory underscores why SCO member states view control over connectivity infrastructure as strategically urgent: the data volumes generated by AI applications will require processing capacity that member states want to keep within sovereign boundaries rather than routing through foreign satellite or cloud systems. The technical architecture question facing SCO members mirrors debates already underway in Western telecom markets. Nokia is building its Autonomous Network Fabric with AWS and Databricks to create a unified data and control layer for autonomous networks, claiming operators are achieving automation rates above 90 percent and service delivery times under four hours. Ericsson and Nokia are diverging sharply on AI-RAN architecture, with Nokia running all Layer 1 functions on Nvidia GPUs while Ericsson keeps most L1 software on CPUs. For SCO member states building regional data processing centers, these architectural choices will determine whether their sovereign AI infrastructure can match the performance of Western hyperscaler deployments or remains constrained by limited domestic chip supply and engineering talent.
