The Norwegian government is initiating a regulatory review of smart glasses and wearable devices that integrate AI, cameras, and microphones. Officials are specifically considering a ban on facial recognition features in public spaces to mitigate privacy risks and unauthorized monitoring.
The Norwegian government's move to restrict facial recognition in wearables creates a significant regulatory hurdle for hardware manufacturers like Meta. By targeting the intersection of AI and mobile sensors, this policy could force a fragmentation of device features across different European jurisdictions. For the streaming and tech ecosystem, this signals a shift toward proactive rather than reactive privacy enforcement for head-mounted displays. The industry must now account for localized bans on core AI functionalities that were intended to drive consumer adoption. Watch for whether other European regulators adopt similar expert group recommendations to restrict biometric data collection in public spaces.
Meta's Ray-Ban smart glasses have become the dominant product in the AI wearable category, but European regulators are increasingly focused on the privacy implications of always-on cameras and microphones. In early 2025, Meta announced that Ray-Ban smart glasses would integrate its Meta AI assistant with multimodal capabilities including real-time visual recognition, expanding the device's ability to identify objects, translate text, and process visual information in real time. That expansion directly raises the stakes for Norway's regulatory review, as the same multimodal pipeline that powers object recognition can be extended to facial identification without a hardware change.
The regulatory environment across Europe is tightening around biometric data processing in public spaces. The EU AI Act, which entered into force in August 2024, classifies real-time remote biometric identification in publicly accessible spaces as a prohibited practice under Article 5, with limited exceptions for law enforcement. Norway, as a member of the European Economic Area, is expected to align its domestic enforcement with the AI Act's framework, meaning any Norwegian ban on facial recognition in smart glasses would likely mirror the EU's prohibition rather than create an entirely new standard. In parallel, the European Data Protection Board issued guidance in March 2025 clarifying that wearable devices capturing biometric data in public spaces must comply with GDPR's strict consent and purpose-limitation requirements, a position that directly constrains how Meta and other manufacturers can deploy recognition features across EEA markets.
On the technical side, Meta has positioned its smart glasses as a platform for third-party developers, which complicates regulatory enforcement. At Meta Connect 2024, the company opened a developer platform for Ray-Ban smart glasses that allows third-party apps to access the device's camera and microphone feeds, meaning that even if Meta disables its own facial recognition features in Norway, third-party applications could potentially reintroduce similar capabilities. This platform approach creates a compliance challenge clarifying regulatory status for AI agents, where the hardware manufacturer must police downstream uses of its sensors. Norway's expert group, led by Finn Lutzow-Holm Myrstad at the Norwegian Consumer Council, has previously published research on how collect and process personal data without adequate user awareness, providing the evidentiary basis for the current regulatory action.
