IEEE parental consent standard P2089.3 targets modernized online age assurance

Establishing a unified IEEE parental consent standard provides streaming platforms with a technical blueprint to navigate increasingly fragmented global child safety regulations. By moving beyond the 30-year-old COPPA framework, this standard allows services to implement interoperable verification systems that reduce friction for parents while meeting strict legal relationship requirements. For the broader ecosystem, this shift toward standardized content approval requests could lower the engineering burden for AVOD and SVOD providers currently managing bespoke compliance tools. Watch for the Age Verification Provider’s Association to push for these technical benchmarks to be adopted as the primary certification criteria for global streaming infrastructure.

The IEEE P2089.3 effort sits within a broader family of age assurance standards that are gaining regulatory traction across multiple jurisdictions. The IEEE P2089 working group has already published P2089.1, which addresses online age assurance for children, and the Age Verification Provider's Association has been actively lobbying regulators to adopt interoperable technical frameworks rather than mandating specific vendor solutions. Iain Corby, who serves as executive director of the AVPA, has consistently argued that standards-based approaches reduce fragmentation for platforms operating across borders. The P2089.3 project extends this philosophy specifically to parental consent verification, a gap that existing age assurance standards do not fully address.

Regulatory momentum is accelerating on both sides of the Atlantic, creating urgency for technical standards like P2089.3. The UK Online Safety Act, which took effect in phases through 2024 and 2025, requires platforms to implement age assurance for content likely to be harmful to children, and Ofcom X Grok investigation has published guidance specifying acceptable verification methods. In the United States, multiple state-level laws enacted between 2023 and 2026 require age verification or parental consent mechanisms for platforms accessible to minors, creating a patchwork that streaming services must navigate. The Federal Trade Commission has also signaled interest in updating COPPA enforcement guidance, though formal rulemaking remains pending. For streaming platforms, the absence of a unified technical standard means engineering teams are building bespoke compliance layers for each jurisdiction, a costly approach that P2089.3 aims to resolve.

Technical implementations of age assurance in streaming have advanced rapidly, with several vendors offering biometric estimation, document verification, and database-matching approaches. The IEEE P2089.3 standard's tiered confidence model, ranging from asserted to strict verification, mirrors the risk-based approach that Ofcom adopted in its age assurance guidance for the Online Safety Act, where the level of assurance required scales with the severity of potential harm. For AVOD and SVOD providers, this tiered structure could allow lighter-touch verification for general-audience content while reserving stricter methods for age-restricted material. The standard's emphasis on interoperability also aligns with the broader industry push toward mandatory age verification for platforms, which could eventually allow a single parental consent verification to be recognized across multiple streaming services rather than requiring repeated verification on each platform.
